县级体育非遗代表性传承人认定政策执行偏差及治理——基于“主体—情境—行动”分析框架

摘　　要：在我国体育非物质文化遗产(简称“体育非遗”)保护传承的高质量发展中,县级体育非遗代表性传承人认定政策的有效实施发挥着基础性作用。该研究运用文献资料调研、田野调查法等研究方法,在解析吉登斯的社会情境理论基础上,构建“主体—情境—行动”分析框架,对Z省S县县级体育非遗代表性传承人认定政策执行偏差的生成机制进行阐释。研究认为,在县级文化职能部门的自保式执行、县级体育协会组织的变通式执行、非遗评审专家的形式化执行等政策执行主体表征的驱动下,经受特定情境张力的政策执行主体相应表现出“不出事策略”、自利性行为和协同惰性行为等行动逻辑,从根本上造成了县级体育非遗代表性传承人认定政策执行偏差。基于此,研究提出了维护县级体育非遗代表性传承人认定政策制度化执行的合法性、加强认定政策执行过程的监督机制、健全认定政策执行的多元协同治理机制等策略。The implementation of the policy of identifying representative inheritors of county-level sports intangible cultural heritage plays a basic role in guiding the high-quality development of the protection and inheritance of China′s sports intangible cultural heritage.Based on the analysis of Giddens′social context theory,this paper constructs an analysis framework of"subject-situation-action"by using research methods such as literature research and field investigation and explains the mechanism of implementation deviation of the identification policy of representative inheritors of sports intangible cultural heritage at county level in Z province and S county.According to the study,driven by the self-preservation implementation of county-level cultural functional departments,the flexible implementation of county-level sports associations,and the formal implementation of intangible cultural heritage review experts,the policy implementation subjects subjected to the tension of a specific situation show the corresponding action logic of"no accident strategy",self-interested behavior and cooperative inertia behavior.Fundamentally caused the county level sports intangible cultural heritage representative inheritors identification policy implementation deviation.In this regard,the article proposed to enhance the legitimacy of the implementation of the policy of identification of representative inheritors of county-level sports intangible cultural heritage,strengthen the supervision mechanism of the policy implementation process,and improve the diversified collaborative governance mechanism of policy implementation.
