全民健身公共服务协商治理的价值理路、实践模式与风险纾解

摘　　要：协商治理是满足人民日益增长的体育需求,提升全民健身公共服务治理能力与推进治理现代化的重要方式。该研究运用文献资料、逻辑分析、实地调查等方法,对协商民主嵌入全民健身公共服务治理的价值理路进行梳理。研究提出了全民健身公共服务协商治理“四位一体”的概念模型,以及党建引领政社互动、社区居民社团自治以及体育组织精英介入三种治理模式。全民健身公共服务协商治理存在协商主体自主性有待增强、各方协商参与度亟待提高、协商精神建设应强化引导、协商成果实效性仍需提升等风险问题。基于此,提出了相应的风险纾解对策:培育自主性破解政府依赖格局,促进协商治理主体归位;以多元沟通渠道补全缺项要素,全方位提升协商参与度;顶层设计与氛围营造双管齐下,深植协商民主价值理念;建构治理共同体增强情感内驱,凝实各方协商治理合力。Consultative governance is an important way to meet the growing sports needs of the people,enhance the governance capacity of the national fitness public service and promote the modernization of governance.By using the methods of literature,logical analysis and field investigation,this study sorts out the value logic of deliberative democracy embedded in the governance of national fitness public service.The study puts forward the conceptual model of the"four in one"of the consultative governance of the national fitness public service,as well as the three governance models of the party building leading the interaction between the government and the society,the autonomy of the community residents′associations and the intervention of the elite of the sports organization.There are some risk problems in the consultative governance of national fitness public service,such as the autonomy of consultative subjects needs to be enhanced,the participation of all parties in consultation needs to be improved,the construction of consultative spirit should be strengthened,and the effectiveness of consultative results still needs to be improved.Based on this,the corresponding risk relief countermeasures are put forward:cultivate autonomy to break the pattern of government dependence and promoting the return of the main body of consultative governance;complete the missing elements with multiple communication channels to enhance the participation of consultation in an all-round way;top-level design and atmosphere to create a two-pronged approach,deeply rooted in the value of deliberative democracy;construct a governance community to enhance emotional drive and consolidate the joint efforts of all parties in consultative governance.
