摘 要:中英苏杭甬路案交涉是晚清外交史上比较有代表性的案例,清政府、江浙绅民、英国三方围绕该案的博弈所展现出的中国与外国的关系、中央政府与地方社会的关系、中央政府内部的关系都是中国近代史研究的重要课题。汪大燮因同时兼具外务部直接交涉人和浙江本省人的双重身份而在此案中具有特殊地位,其分借款、筑路为两事的方案部分地挽回了中国的利权,而其在交涉过程中面对外部势力、国内舆论、官场倾轧三面夹攻而进退维谷的处境也一定程度上反映了中国近代外交官的普遍境遇。The negotiation of Soochow-Hangchow-Ningpo Railway Concession between China and Britain is a representative case in the diplomatic history of the late Qing dynasty.The strategic interaction on this case among the Qing government,gentry and people in Kiangsu and Chekiang,and the Britain revealed complicated relationships:between China and foreign countries,between the central government and local society,and within the central government itself.These are all significant topics in the study of modern Chinese history.Wang Ta-hsieh had a special status in this case because he was a direct negotiator of the Ministry of Foreign Affairs and a native of Chekiang province.His plan of dividing loans and building roads partially restored China's rights and interests.During the negotiation process,Wang Ta-hsieh was faced with external forces,domestic public opinions,and power struggles in officialdom.This indicates a typical dilemma faced by Chinese diplomats in that era.
