大谷文书“岸头府到来符帖目”与唐开元十九年西州政务处理新规

摘　　要：《唐开元一九年正月西州岸头府到来符帖目》为一件开元十九年(731)正月的事目文书。事目内容涉及高昌、交河、天山县以及岸头府等机构,很可能是西州曹司下发、用以勘检文解情况的事目文书。从开元十九年的事目文书可以看到,西州政务处理中大量使用“符”和“帖”。符文在直属机构之间行用,在西州政务处理中占据越来越重要的地位,这可能与唐朝公式令调整、西州政务处理重心转变有关。帖文可以在职官体系和使职机构中使用,且所处理的并非都是小事。开元十九年时,帖文较唐前期受到官府更多的重视。符、帖的变化反映的是唐王朝治理方式和政务重心的转变。The“Xizhou’s An-tou Fu”arrived“Fu Tie Mu”in January is a document catalogue in the 19th of the Kaiyuan era in Tang Dynasty.From this catalogue,we can know that some documents were sent to the“Gaochang Xian”the“Jiaohe Xian”the“Tianshan Xian”the“An-tou Fu”and other officials.So the document is more likely a government document sent by“XizhouDudufu”,and it's aim was to confirm with the subordinates whether have accepted those documents recorded in the catalog.There are three catalogs made by“XizhouDudufu”in 19th Kaiyuan.According to the document,we can know that“Fu”and“Tie”documents were be used frequently by the“Xizhou”government.The“Fu”documents were utilized among directly subordinate institutions and played an increasingly significant role in XIzhou’s administrative affairs.This phenomenon may be linked to adjustments in the Tang Dynasty’s“Gongshiling”and shifts in the administrative priorities of Xizhou’s governance.Tie documents could be employed within both the regular bureaucratic system and“Shizhi”administrative agencies,and the matters they addressed were not limited to minor affairs.In the 19th year of the Kaiyuan era,the“Tie”documents received more attention from the government compared with the early Tang Dynasty.The evolution of Fu and Tie documents reflects shifts in the Tang Empire's governance methods and administrative priorities.
