山东省工业固体废物处置现状及对策研究

摘　　要：全面了解大宗工业固体废物产生及综合利用现状,对于提升固体废物管理水平,统筹推进“无废城市”建设具有重要的推动作用。系统分析了山东省工业固体废物产生及处置现状,并针对工业固废存在的问题提出了针对性的对策建议。研究结果表明:山东省2023年工业固废产生量27886.97万t,综合利用率为76.92%,主要以粉煤灰、冶炼废渣、赤泥、尾矿和工业副产石膏为主。当前山东省工业固废处置主要存在固废摸底不清、标准不全、监管体系不完善、专项资金扶持力度不足、企业生产工艺有待提高、工业固废综合利用率低、利用方式受下游市场影响较大等问题。针对以上问题,需要进一步健全一般工业固体废物法规、标准体系,强化执法监管、完善综合性支持政策和措施,加强一般工业固体废物利用处置能力建设。A comprehensive understanding of the current situation of solid waste generation and comprehensive utilization in industry plays an important role in improving the comprehensive management level of solid waste and promoting the construction of a"waste free city"in a coordinated manner.This article systematically analyzes the current situation of industrial solid waste generation and disposal in Shandong Province,and proposes targeted countermeasures and suggestions for the problems existing in industrial solid waste.The research results show that the industrial solid waste generated in Shandong Province in 2023 was 278.8697 million tons,with a comprehensive utilization efficiency of 76.92%.Fly ash,smelting waste residue,red mud,tailings,and industrial by-product gypsum are the main component of industrial solid waste.At present,the disposal of industrial solid waste in Shandong Province mainly faces problems such as unclear solid waste investigation,incomplete standards,imperfect regulatory system,insufficient special fund support,need to improve enterprise production technology,low comprehensive utilization rate of industrial solid waste,and significant impact of downstream markets on utilization methods.To address the above issues,it is necessary to improve the regulations and standard system for general industrial solid waste,strengthen law enforcement and supervision,improve comprehensive support policies and measures,and enhance the capacity building for the utilization and disposal of general industrial solid waste.
