党的二十大精神指引下完善科技治理体系的路径探究

摘　　要：当前,世界百年未有之大变局加速演进,新一轮科技革命和产业变革深入发展,国际力量对比深刻调整,我国发展面临新的战略机遇。科技革命的历史经验表明:科技进步是推动国际政治经济格局深刻变革的关键因素,是人类文明发展的最根本动力。为了抓住新的战略机遇,实现经济高质量发展,必须持续优化科技创新治理体系,加快实现科技自立自强。这是应对国际科技竞争的必然选择,是推动高质量发展的本质要求。同时,还要贯彻落实党的二十大精神,以实现高水平科技自立自强、建成科技强国为目标,着力完善科技治理体系,聚焦基础研究体制机制改革与人才发展体制机制改革两个关键举措,以中国式现代化推进中华民族伟大复兴。At present,the world's unprecedented major changes are accelerating,a new round of scientific and technological revolution and industrial transformations are developing in depth,the international balance of power is being profoundly adjusted,and China's development is facing new strategic opportunities.The historical experience of the scientific and technological revolution has shown that scientific and technological progress is the key factor driving profound changes in the international political and economic landscape and the most fundamental driving force for the development of human civilization.In order to seize the new strategic opportunities and achieve high-quality economic development,it is necessary to continuously optimize the governance system of science and technology innovation and accelerate the realization of scientific and technological self-reliance and self-improvement.This is an inevitable choice to respond to international competition in science and technology,and an essential requirement to promote high-quality development.It is necessary to implement the guiding principles of the 20th CPC National Congress,take achieving a high level of self-reliance and self-improvement in science and technology and building a strong science and technology country as a goal,strive to improve the system of science and technology governance,focus on the reform of the institutional mechanism of basic research system and the reformof the institutional mechanism of talent resources development system,and promote the great rejuvenation of the Chinese nation by means of Chinese-style modernization.
