数字赋能、全生命周期与社区应急治理质量——来自A市N社区案例证据

摘　　要：嵌入全生命周期的社区应急治理质量行动,已成为推动应急治理体系现代化的重要现实课题之一。既有研究更多聚焦于数字社区应急的现象描绘、学理阐释、影响因素、路径探索等主题,侧重于某一视角讨论分析数字社区应急议题,但是对于其内在生成机理未能系统把握和阐释。对此,研究基于数字赋能视角,得以构建出数字赋能社区应急治理的理论框架,厘清了社区应急治理全生命周期的治理过程,进而阐释数字赋能社区应急治理质量的内在技术逻辑。进一步通过对A市N社区案例考察发现:依托于预防、准备、响应、恢复等四阶的全过程应急行动,系统映射出数字赋能社区应急治理的全生命周期实践逻辑,从而显著提升了A市N社区应急的治理质量。但在社区应急治理实践中,因数字预警机制尚未健全、低频度的防疫信息发布、防疫信息烟囱难题、居民数字化参与不足等多重因素,引致了数字赋能社区应急治理质量的限度。为此,通过构建突发应急风险感知预警机制、分类管理和分级负责相结合的信息发布机制、跨系统协同应用体系、居民数字参与提升工程等多元化路径,力图进一步理顺数字赋能社区应急的全周期行动逻辑,从而广泛地提升社区应急治理质量,旨在全面促进社区应急治理现代化。Embedding community emergency governance quality actions throughout the entire lifecycle has become one of the important practical issues in promoting the modernization of emergency governance systems.Existing research has focused more on the phenomenon description,theoretical interpretation,influencing factors,and path exploration of digital community emergency response,with a focus on discussing and analyzing digital community emergency issues from a certain perspective.However,there is a lack of systematic understanding and interpretation of its internal generation mechanism.The marginal contribution of this study lies in the construction of a theoretical framework for digital empowerment community emergency governance based on the perspective of digital empowerment,clarifying the governance process of the entire lifecycle of community emergency governance,and further elucidating the inherent technical logic of the quality of digital empowerment community emergency governance.Further investigation of the case of N community in A city revealed that relying on the full process emergency actions of prevention,preparation,response,and recovery,the system mapped the full life cycle practical logic of digital empowerment community emergency governance,significantly improving the quality of emergency governance in N community in A city.However,in the practice of community emergency management,multiple factors such as the lack of sound digital warning mechanisms,low-frequency release of epidemic prevention information,difficulties in epidemic prevention information chimneys,and insufficient digital participation of residents have led to limitations in the quality of digital empowerment of community emergency management.To this end,through the construction of a sudden emergency risk perception and warning mechanism,an information release mechanism combining classified management and graded responsibility,a cross system collaborative application system,and a project to enhance residents’digital participation,we aim to
