摘　　要：中国的边疆地区尤其是陆域边疆地区往往是少数民族的主要分布地,有疆域内其他疆土所不具备的特殊性与重要性。回顾历史可以发现,边疆地区的有效治理是中国辽阔疆域、统一多民族国家及多元一体文明格局形成与发展的关键,尤其是被学界称为“核心边疆”的北部边疆,其治理之成败不但影响到古代中国盛世王朝的出现,而且还关系到中国历史的发展进程,这关系到中华民族共同体建设的推进情况。时至今日,以内蒙古地区为主体区域的北部边疆在党和国家民族工作中意义重大。因此,在贯彻落实习近平总书记在2024年12月9日中共中央政治局第十八次集体学习时提出的“要坚持把推进中华民族共同体建设作为边疆民族地区工作的主线”工作中,我们要充分重视北部边疆治理历史研究,既为推进中华民族共同体建设贡献北部边疆治理的成功经验与失败教训,又为构建中国自主的边疆学知识体系提供扎实的史料支撑。China′s frontier regions,particularly its land borders,are often home to ethnic minorities and possess unique characteristics and significance unmatched by other territories.Historical review reveals that effective governance of the frontier areas,is key to the formation and development of China′s vast territory,unified multi-ethnic state and the pluralistic and integrated pattern of Chinese civilization.The northern frontier,regarded as the"core frontier",plays an especially critical role,the success or failure in governance of which not only affects the rise of prosperous dynasties in ancient China,but also shapes the course of Chinese history and the advancement of the Chinese national community.To this day,the Chinese northern frontier,with Inner Mongolia as its primary region,remains equally significant in the Party and state's ethnic governance.Therefore,in implementing General Secretary Xi Jinping's proposal"to uphold the advancement of the Chinese national community as the central task in work related to ethnic frontier regions"put forward during the 18th Collective Study of the Political Bureau of the Central Committee of the Communist Party of China on 9 December 2024,we must emphasize historical research on northern frontier governance.Such research not only contributes successful experiences and lessons to the building of the Chinese national community,but also provides robust historical foundations for constructing China′s independent knowledge system of frontier studies.
