“新型举国体制”下科技资源整合共享治理研究

摘　　要：新型举国体制是一种借助系统性制度安排和机制设计,实现科技资源最优化配置的治理方式。它充分体现了我国社会主义“集中力量办大事”的制度优势和党中央对重大工作的集中统一领导,实现了政府、市场和社会多元主体协同共建共治共享科技资源,是有中国特色的权威性与技术性有机结合的制度化运行机制。科技创新,尤其是关键核心技术攻关高度依赖于科技资源的整合共享,而我国科技资源科层制“条块分割”的“碎片化”治理结构及其机制与政府、企业和社会科技资源的分割现实,深刻影响着科技创新。有鉴于此,提出“整合-驱动-赋能”的科技资源整合共享治理框架,通过平台整合、体制机制驱动和数字赋能,实现新型举国体制下我国科技资源的整合共享,提升国家创新体系整体效能。The"New Whole-Nation System"is a governance approach that achieves the optimal allocation of sci-tech resources through systematic institutional arrangements and mechanism design.It fully embodies not only the institutional advantages of socialism with Chinese characteristics,"pooling resources to accomplish major tasks",but also the centralized,unified leadership of the Party Central Committee over critical initiatives,enabling coordinated co-construction,co-governance,and sharing of sci-tech resources among multiple actors,including the government,market,and society,and forming an institutionalized operational mechanism that organically integrates authority and technical expertise with Chinese characteristics.Scientific and technological innovation,particularly breakthroughs in core and key technologies,heavily relies on the integration and sharing of sci-tech resources.However,the fragmented governance structure and its mechanism of sci-tech resources,characterized by bureaucratic"compartmentalization",and the segregation of resources among government,enterprises and society,are significantly impeding innovation.In view of this,this study proposes an"integration-drive-empowerment"governance framework for integrating and sharing sci-tech resources.By leveraging platform integration,institutional and mechanistic drive and digital empowerment,the framework aims to realize efficient resource integration and sharing under the New Whole-Nation System,thereby enhancing the overall efficacy of the national innovation system.
