摘 要:强化推荐算法背景下网络信息疫情治理是推动健全新时代网络综合治理体系的重要抓手。以风险的社会放大理论为分析框架,综合运用逻辑分析法、理论分析法等方法,推演论证推荐算法背景下网络信息疫情的生成逻辑。研究发现,在算法技术应用背景下,算法重置信源与信息传播渠道,可助力信息双重放大效应形成,加之公共部门技术监管乏力,共同推动了网络信息疫情的可能性生成。基于此,健全网络平台全生命周期管理机制、提升数智时代公众的算法素养、完善算法行业治理的配套体制机制、发挥算法技术在舆情预警与监测方面的作用是防范推荐算法背景下网络信息疫情形成的理性路径。Strengthening the governance of infodemics in the context of recommendation algorithms is a pivotal initiative for advancing a comprehensive cyber governance system in the new era.Using the Social Amplification of Risk Framework(SARF)and integrating methods such as logical analysis and theoretical analysis,this study examines the generation logic of algorithm-driven infodemics.The findings reveal that recommendation algorithms reshape both information sources and dissemination channels,facilitating a dual amplification effect of information.Coupled with inadequate technical oversight from public sectors,these factors collectively contribute to the potential emergence of infodemics.To address this,rational prevention strategies should include:establishing a full-life-cycle management mechanism for online platforms,enhancing public algorithm literacy in the digital-intelligent era,improving supporting institutional mechanisms for algorithmic industry governance,and leveraging algorithmic technologies for public opinion early-warning and monitoring.
