摘　　要：进入新时代,党和国家进一步加强与推进学校思政课建设和改革。通过梳理分析党的十八大以来关于学校思想政治理论课建设的纲要、通知、意见、方案等政策文本,勾勒思想政治理论课建设政策发展历史脉络,从而找寻各阶段政策演进的趋向所呈现的教育理念变化。立足教育政策的结构动态生成理论探究高校思想政治理论课建设政策演进的内在逻辑,分析政策外围层、中间层与内核层的互动关系,彰显新时代高校思想政治理论课建设政策遵循历史与逻辑、主观与客观、认识与实践相统一的价值指向,以期为高校贯彻落实党和国家关于思政课建设政策提供清晰的实践理路,确保党的事业和社会主义现代化强国建设后继有人。In the new era,the Party and the state have further strengthened and advanced the construction and reform of ideological and political courses.By sorting and analyzing the guidelines,notices,opinions,and plans issued by the Party regarding the construction of ideological and political theory courses for schools since the 18th CPC National Congress,the authors trace the historical trajectory of the development of ideological and political theory course construction policies and thus find the educational ideas that have emerged in each stage of policy evolution.Based on the theory of structural dynamic generation of educational policy,this paper probes into the internal logic of the evolution of the construction policy of ideological and political theory courses in universities,and analyzes the interactive relationship among the outer layer,the middle layer and the core layer of the policy.It shows the unity of history and logic,subjectivity and objectivity,cognition and practice as the value orientation in the construction policy of ideological and political theory courses in universities in the new era,aiming to provide clear practical approaches for the implementation of the Party and the state's policy on the construction of ideological and political courses in universities,and to ensure that the party's cause and the construction of a strong modern socialist country have no lack of successors.
