全媒体视域下网络综合治理生态化取向的要素、功能与进路

摘　　要：网络综合治理是一项系统性工程,需从宏观角度考察网络生态的整体结构。网络生态由外部环境要素和内部主体要素两大类组成。环境要素涵盖政策、法律、制度、技术和文化等非生物要素;主体要素包括信息生产者、传播者和消费者等生物要素。网络综合治理要着眼于健康良好网络生态的打造,确保其在供给、调节、文化和支持方面发挥有效的生态服务功能。网络综合治理的生态化路径从以下四个方面着手:一是优化政策环境,保证政策的制定和实施有效引导网络发展方向;二是增强技术保障,提升主流媒体和主流舆论的影响力;三是改善法律和制度环境,增进网络综合治理工作的协同性和规范性;四是推动价值共建,打造合理公共秩序,构建更加平等、开放、包容的网络空间。Comprehensive Internet governance is a systematic project,which needs to examine the systemic structure of the network ecology from a macro perspective.The Internet ecology consists of two main categories:external environmental elements and internal subjective elements.The environmental elements cover non-biological elements such as policies,laws,institutions,technologies and cultures,while the subjective elements include biological elements such as information producers,disseminators and consumers.Comprehensive Internet governance should focus on the construction of a healthy and harmonious network ecology to ensure that it plays an effective ecological service function in terms of supply,regulation,culture and support.Based on this,the following ecological paths are proposed for comprehensive network governance.Firstly,the policy environment should be optimized in order to ensure that the formulation and implementation of policies effectively guide the Internet development.Secondly,the technical safeguards should be enhanced in order to improve the influence of both the mainstream media and mainstream public opinion.Thirdly,the legal and institutional environment should be improved in order to enhance the coordination and standardization of comprehensive Internet governance.Fourthly,the co-construction of values should be promoted in order to create a reasonable public order,and build a more equal,open and inclusive cyberspace.
