摘　　要：数智技术的出现对国家治理体系和治理能力现代化会带来诸多影响。数智技术迭代及应用带来数智技术集成、数智治理泛化、政府组织重构,分别为推进国家治理体系和治理能力现代化提供技术的可行性、实践的可行性、绩效提升的基础。数智技术能提高赋能国家治理体系和治理能力现代化的基建要求与数智特征;但也增加推进国家治理体系和治理能力现代化的改革压力、不确定危机和社会治理的风险。因此,需顺应数智技术迭代及应用趋势并鼓励数智治理创新,要采用审慎包容的态度看待数智技术,更应夯实数智赋能国家治理体系和治理能力现代化的技术体系、构建数智赋能国家治理体系和治理能力现代化的制度系统、建立数智赋能国家治理体系和治理能力现代化的协同模式。The emergence of digital intelligence technology will have many impacts on the modernization of the national governance system and governance capacity.The iteration and application of digital intelligence technology bring digital intelligence technology integration,digital intelligence governance generalization,and government organization reconstruction,which provide the basis for technical feasibility,practical feasibility,and performance improvement to promote the modernization of the national governance system and governance capacity.Digital intelligence technology can upgrade the infrastructure requirements and digital intelligence characteristics of the modernization of the national governance system and governance capacity;but it also increases the reform pressure,uncertainty crisis and social governance risks in promoting the modernization of the national governance system and governance capacity.Therefore,it is necessary to comply with the iteration and application trend of digital intelligence technology and encourage digital intelligence governance innovation.It is necessary to treat digital intelligence technology with a prudent and inclusive attitude.It is also necessary to create and consolidate the technical system,the institutional system,and the collaborative mode of digital intelligence enabling the modernization of the national governance system and governance capacity.
