数字生产力形成中治理体系建设的理论框架、基本样态与实践路径

摘　　要：数字生产力的主要特征表现为数据成为新要素、算法成为新技术、平台成为新组织模式,其发展对生产关系的适应性也提出新要求,需要在“主体-原则-载体”三维框架下构建多元化、协调化、数字化的治理体系。在治理主体层面以社会团体与公众参与增强治理专业性,在治理原则层面以营商环境与信用体系建设保障发展与监管协调,在治理载体层面以数字化治理手段与治理平台构建提升治理效率。结合数字生产力形成中治理体系建设的基本样态来看,虽然在发展与监管协调、政府数字化治理等方面取得显著成效,但是还存在社会团体与公众参与不足、治理技术向应用转化不畅等短板。因此,建设与数字生产力相适应的治理体系,应加强合作治理、健全事前监管机制、多层次全面推进政府履职和政务运行数字化转型。The main features of digital productivity are that data has become a new element,algorithms have become new technologies and platforms have become new modes of organization,and its development has put forward new requirements for the adaptability of production relations.This requires the construction of a plural,coordinated and digitalized governance system under the three-dimensional framework of“subject-principle-carrier”.At the level of governance subjects,social groups and public participation can enhance the professionalism of governance;at the level of governance principles,the business environment and credit system construction can ensure the coordination of development and regulation;and at the level of governance carriers,the construction of digitized governance tools and platforms can improve the efficiency of governance.Regarding the basic pattern of governance system construction in the formation of digital productivity,although significant results have been achieved in the coordination of development and regulation,and the government's digital governance,there are still shortcomings such as insufficient participation of social groups and the public,and poor transformation of the introduction of governance technology to its application.Therefore,in order to build a governance system that is compatible with digital productivity,cooperative governance should be strengthened,the ex-ante regulatory mechanism should be improved,and the digital transformation of government operations should be comprehensively promoted at multiple levels.
