关键数字技术赋能江苏省产业链韧性的逻辑、困境与路径

摘　　要：近年来经济全球化面临空前挑战,全球产业链本土化与区域化特征日趋明显,我国产业链发展面临着关键核心技术被“卡脖子”、贸易制裁、技术封锁等多重挑战与现实困境,“卡链”“脱链”“断链”“短链”“堵链”“缺链”“掉链”等风险上升。如何延链补链强链扩链并提升产业链韧性,如何在畅通双循环的基础上抵御全球产业链重构冲击,以人工智能为代表的关键数字技术对此提供了新动能。本文以“逻辑-困境-路径”为框架,首先诠释了关键数字技术提升产业链韧性的逻辑,然后分析江苏省在关键数字技术创新突破方面的比较优势,以及当前产业链韧性提升面临的现实困境,最后聚焦政府、产业、链主与龙头、企业、人才五个维度探索关键数字技术助力江苏省产业链韧性提升的突围路径,为引领传统产业转型升级、培育壮大战略性新兴产业与前瞻布局未来产业提供启示与建议,为应对全球产业链重构冲击和日益激烈的大国科技竞争提供思路与对策,为提升产业链韧性、保障供应链安全提供理论与实践参考。In recent years,economic globalization has faced unprecedented challenges.The localization and regionalization features of global industrial chains have become increasingly prominent.China's industrial chain development is confronted with multiple challenges including bottlenecks in key core technologies,trade sanctions,and technological blockades.Risks such as "chain breakages","chain decoupling","chain disruptions","short chains","blocked chains","missing chains",and "dropped chains" have risen.How to extend,complement,strengthen,and expand the industrial chain and enhance its resilience,and how to resist the impact of global industrial chain reconfiguration on the basis of facilitating "dual circulation",critical digital technologies represented by artificial intelligence provide new impetus.The framework of "logic-dilemma-path" is constructed by first explaining the logic of critical digital technologies enhancing the industrial chain resilience,then analyzing the comparative advantages of Jiangsu Province in the breakthrough of critical digital technological innovation,as well as the currentpractical predicaments faced in enhancing the resilience of the industrial chain.Finally,it focuses on exploring the breakthrough paths of critical digital technologies assisting the resilience enhancement of Jiangsu Province's industrial chain across five dimensions:government,industry,leading enterprises,business and talents.The study provides insights and suggestions for upgrading traditional industries,cultivating and expanding strategic emerging industries,and formulating forward-looking strategies for future industries.It also offers ideas and countermeasures for responding to the impact of global industrial chain reconfiguration and the increasingly fierce technological competition among major countries,and provides theoretical and practical references for enhancing the resilience of the industrial chain and ensuring supply chain security.
