摘 要:为探究各县在新一轮林地保护规划编制工作的重点难点,该文以江苏省南京市六合区为例,利用ArcGIS软件将2020年、2022年度国土变更调查,2020年度森林资源管理“一张图”等数据进行叠加、融合分析,发现目前落界过程中出现国土空间有限、林地划定难以保证地区后续发展、林地划定认定技术难度大、基层难以精细化把控、图斑存在“两张皮”、林地面积难以保证等问题,对此提出林地划定应多数据融合相互印证科学编制,依托二轮承包延期解决土地重叠矛盾、简化技术标准、提升基层林地认定精度等建议,以期为未来林地划定提供参考。In order to explore the key and difficult points of the new round of forest conservation planning,with Luhe District of Nanjing taken as examples,by means of ArcGIS software,the data from land use change surveys in 2020 and 2022,as well as the“one map”of forest resource management in 2020,were overlaid and fused for analysis.It was found that at present,in the process of boundary demarcation,there are problems such as limited land space,difficulty in ensuring the subsequent development technical difficulties in forest land delineation and recognition,difficulty in fine control at the grassroots level,the existence of“two skins”in the map,and difficulty in ensuring forest land area.Therefore,it is suggested that forest land delineation should be scientifically compiled by data fusion,relying on the extension of the second round of contracting to solve land overlap,simplifying technical standards,and improving the accuracy of grassroots recognition,in order to provide reference for future forest land delineation.
