摘　　要：乡村振兴战略是我国实现共同富裕、促进经济高质量发展的一项重要的战略举措。在不断推进乡村振兴战略的过程中,“点状供地”作为供地的新模式,成为统筹解决乡村产业振兴的重要手段。本文在梳理“点状供地”政策演进历程的基础上,从点状供地政策实施过程中绕不开的“人—地—产—权—钱”五个执行关键入手,解析点状供地助力乡村振兴的理论逻辑,并通过分析地方实践,揭示点状供地过程中存在的现实问题。结果表明:(1)点状供地政策主要经历了点状开发理念实施“坡地村镇”的地方探索阶段、点状供地开发模式创新“旅游用地”的省级试点阶段、点状供地政策助力“乡村振兴”的全国推广阶段;(2)在乡村产业振兴导向下,点状供地政策的实施能够有效促进乡村振兴战略中“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”目标的实现;(3)各地在点状供地实践过程中突出存在政府部门间协同配合不足、村庄规划调整灵活性较弱、产业融合发展不充分、土地产权不够完善、投资主体信心不足等问题。 论文最后提出了进一步完善点状供地政策的相关对策建议。The Rural Revitalisation Strategy is a key strategic measure aimed at achieving shared prosperity and promoting high quality economic growth in China.As part of the ongoing development of this strategy,"spot land supply",a novel approach to land allocation,has emerged as an important tool for comprehensively addressing the revitalsation of rural industries.This paper begins by tracing the policy development of spot land supply and addresses five critical issues fundamental to its implementation:people,land,industry,rights and money.It examines the theoretical rationale for how spot land supply supports rural revitalisation and identifies practical challenges through local implementation.The findings show that:(1)The development of spot land supply policy has mainly gone through the local exploration stage of implementing the spot land development concept of"hllsidle vllges and towns",the provincial pilot stage of in-novating the spot land supply development mode of"tourism land",and the national promotion stage of spot land supply policy to support"rural revitalization".(2)Under the orien-tation of rural industrial revitalsation,the implementation of the spot land supply policy can effectively promote"industrial prosperity,ecological livability,civilised rural customs,effective governance and prosperous life"in the strategy of rural revitalisation;(3)In the practice of spot land supply,there are problems such as:insufficient intergovern-mental cooperation,limited flexibility in village planning,sub optimal industry integration,incomplete land property rights and reduced investor confidence.The paper concludes with recommendations for further refinement of the spot land supply policy to mitigate these challenges.
