台湾地区人工智能产业发展态势及其影响研究  

On the Development Trend and Impact of the Artificial Intelligence Industry in the Taiwan Region

摘  要:人工智能领域为中美战略博弈新焦点,民进党当局伺机大力发展人工智能产业,积极推进“主权AI”建设,深度嵌入美西方“民主供应链”,打造经济增长新动能,寻求与内地经贸合作“去风险化”。目前,台湾地区的人工智能芯片、服务器等基础设施优势较为明显,在全球供应链具有关键影响力,已成为民进党当局推动“经贸外交”的重要抓手;但在关键技术领域相对落后,应用与服务领域亮点少,短期内难以改变代工角色,整体实力处于起步发展阶段。赖清德当局发展人工智能产业“亲美抗中”色彩明显,试图伺机打造“台独经济”模式,强化“拒统谋独”能量,进一步加剧两岸关系的复杂严峻性。The field of artificial intelligence(AI)has emerged as a new focus of the Sino-US strategic rivalry.The DPP authorities are seeking opportunities to vigorously develop the AI industry,actively promote the construction of“sovereign AI”,deeply embed the“democratic supply chain”of the United States and the West,create new momentum for economic growth,and attempt to“de-risk”economic and trade cooperation with Chinese mainland.Currently,Taiwan's region artificial intelligence chips,servers,and other infrastructure layers exhibit significant advantages and exert considerable influence within the global supply chain.This has been a crucial instrument for the DPP to advance“economic and trade diplomacy”.However,Taiwan region is relatively backward in the field of key technologies.With few highlights in application and service sectors,its overall strength is still in the initial development stage.Therefore,it is difficult to change its role as a contract manufacturer in the short term.The Lai Ching-te authorities have a clear“pro-US and anti-China”stance in developing the artificial intelligence industry,trying to seize the opportunity to create a“Taiwan independence economy”model to strengthen the energy of“rejecting unification and seeking independence”,which will further aggravate the complexity and severity of cross-Straits relations.
