摘　　要：随着“碳达峰、碳中和”(简称“双碳”)目标的提出,甘肃省加快了新能源系统的建设,将大力发展低碳能源作为实现“双碳”目标的重要途径,探讨“双碳”目标与新能源产业之间的耦合关系,分析甘肃省新能源产业的发展现状,结合甘肃省新能源产业所处的环境及其自身特性,运用PEST-SWOT分析方法,从宏观和微观两个层面,系统性地评估甘肃省新能源产业建设过程中在政治、经济、社会和技术方面的优势与劣势以及面临的机遇与挑战,并针对不同的发展战略,提出相应的建议和措施,以期为甘肃省新能源产业的发展提供参考。With the proposal of the goal of"carbon peaking and carbon neutrality"(referred to as"dual carbon"),Gansu Province has accelerated the construction of the new energy system,vigorously developing low-carbon energy as an important way to achieve the goal of"dual carbon",exploring the coupling relationship between the goal of"dual carbon"and the new energy industry,and analyzing the development status quo of the new energy industry in Gansu Province.Based on the environment of Gansu Province's new energy industry and its own characteristics,PEST-SWOT analysis method is applied to systematically evaluate the political,economic,social and technological advantages and disadvantages as well as the opportunities and challenges faced in the construction process of Gansu Province's new energy industry from both macro and micro levels,and aim at different development strategies.Corresponding suggestions and measures are put forward to provide reference for the development of new energy industry in Gansu Province.
