摘　　要：《区域全面经济伙伴关系协定》(RCEP)为海南自贸港的全面制度型开放提供了非常重要的国际环境与发展契机。海南地处RCEP区域的一线地带,与RCEP成员国贸易往来具有独特的优势,海南与东盟国家整体贸易效率和贸易潜力不断上升,具有很大的可开拓贸易空间。可以通过提升创新能力和科技水平、积极推动基础设施建设、重构产业链促进强势产业发展与产业升级、推进与东盟国家产业优势互补、全方位降低贸易壁垒、合理调整出口退税政策等,不断提高海南对东盟的出口贸易规模及质量。The Regional Comprehensive Economic Partnership(RCEP)provides a very important international environment and development opportunity for the comprehensive institutional opening of Hainan Free Trade Port.Hainan is located in the first line of the RCEP region and has unique advantages in trade with RCEP member countries;The overall trade efficiency and potential between Hainan and ASEAN countries are constantly improving,and there is great potential for expanding trade.We can continuously improve the scale and quality of Hainan's export trade to ASEAN by enhancing innovation capabilities and technological levels,actively promoting infrastructure construction,restructuring the industrial chain to promote the development and upgrading of strong industries,promoting complementary industrial advantages with ASEAN countries,comprehensively reducing trade barriers,and reasonably adjusting export tax rebate policies.
