摘　　要：基于2010年至2021年中国城市面板数据,选取人大建议环境保护会议数量作为环境规制监督的代理指标,深入探讨了环境规制监督实践对城市绿色生态效率的提升作用。实证结果显示,环境规制监督的实施显著提高了城市绿色生态效率,且这一提升效果在不同区域间呈现出明显的异质性。同时,城市专利申请所代表的技术创新水平在这一过程中发挥了重要的中介作用。鉴于此,提出进一步加大环境规制的监督力度,确保环境政策的有效执行;加强环境监督的顶层设计,构建科学合理的监管体系;加码建设监督的信息平台,提升监管效率和透明度。这些措施有助于深化生态文明体制改革,推动城市绿色发展过程中发挥持续而重要的作用。Based on Chinese city panel data from 2010 to 2021,the number of environmental protection conferences suggested by the People's Congress is selected as a proxy indicator for environmental regulation and supervision.This study delves into the enhancing effect of environmental regulation and supervision practices on urban green ecological efficiency.The empirical results indicate that the implementation of environmental regulation and supervision significantly improves urban green ecological efficiency,and this improvement effect exhibits notable regional heterogeneity.Additionally,the level of technological innovation,represented by urban patent applications,plays a crucial intermediary role in this process.In light of these findings,the following recommendations are proposed:Firstly,the supervision of environmental regulations should be further strengthened to ensure the effective implementation of environmental policies;secondly,the top-level design of environmental supervision should be enhanced to establish a scientific and reasonable regulatory system;furthermore,efforts should be intensified to build information platforms for supervision,thereby improving regulatory efficiency and transparency.These measures are conducive to deepening the reform of the ecological civilization system and playing a sustained and significant role in promoting urban green development.
