数字生态促进产业结构转型升级的多元路径研究

摘　　要：产业结构转型升级是实现经济转型和高质量发展的关键路径,如何促使产业结构转型升级是政府决策部门和学术界的热点议题。基于TOE框架(Technology-Organization-Environment)以全国31个省份(不包括港、澳、台)为例,运用模糊集定性比较分析(fsQCA)的方法,探讨数字基础、技术创新、数字人才、数字政府、数字经济、数字安全、数字社会等7个数字要素对产业结构转型升级的组态效应。研究发现:①存在三类推动产业结构转型升级的方案,即“全面联动型”“技术-环境联动型”和“环境驱动型”。②不存在单一条件构成高产业结构指数的情况,但是技术创新、数字经济和数字社会发挥着比较普适的作用。研究揭示了数字生态影响产业结构转型升级的多元路径,为优化地区生态环境、更好实现经济转型和高质量发展提供实践参考。The transformation and upgrading of industrial structure is a key path to achieve economic transformation and high-quality development.How to promote the transformation and upgrading of industrial structure is a hot topic for government decision-making departments and academia.Based on the TOE framework,taking 31 provinces in China(excluding Hong Kong,Macao,and Taiwan)as an example,this study uses the fuzzy set qualitative comparative analysis(fsQCA)method to explore the configuration effects of seven digital elements,namely digital infrastructure,technological innovation,digital talent,digital government,digital economy,digital security,and digital society,on the transformation and upgrading of industrial structure.Research has found:①There are three types of solutions to promote industrial structure transformation and upgrading,namely"comprehensive linkage","technology environment linkage",and"environment driven".②There is no single condition that constitutes a high industrial structure index,but technological innovation,digital economy,and digital society play a relatively universal role.The study reveals the diverse paths through which digital ecology affects the transformation and upgrading of industrial structure,providing practical references for optimizing regional ecological environment,better achieving economic transformation,and high-quality development.
