国家级新区设立对新质生产力的影响研究——基于285个城市的实证分析

摘　　要：国家级新区作为我国政府主导的空间发展战略,通过政策支持、资源集聚和制度创新,为新质生产力的发展提供内生动力。基于2009-2022年285个地级市面板数据,使用多时点双重差分法,实证考察了国家级新区设立对新质生产力的影响及作用机制。研究发现,国家级新区设立在1%水平上显著提升新质生产力,且在东部地区、低财政依赖城市等样本中效应更为突出。机制分析表明,国家级新区设立通过促进产业集聚、提升数字经济水平和普惠金融水平3种渠道提升新质生产力。进一步讨论发现,国家级新区不仅促进本地新质生产力发展,还对周边城市产生显著的扩散效应,尤其是设立在省会及重点城市的新区,其对邻近地区的带动作用更为显著。研究对认识国家级新区在优化要素配置、激发创新潜能以及促进区域经济高质量发展方面的政策价值具有重要意义,并为进一步强化产业集聚、数字基础设施和完善金融支持策略以培育新质生产力提供了实证依据。National-Level New Districts(NLNDs),as a state-led spatial development strategy in China,provide endogenous momentum for the advancement of new-quality productivity through policy support,resource agglomeration,and institutional innovation.This study empirically examines the impact and mechanisms of NLND establishment on new-quality productivity using panel data from 285 prefecture-level cities in China from 2009 to 2022,employing a multi-period difference-in-differences(DID)approach.The findings indicate that the establishment of NLNDs significantly enhances new-quality productivity at the 1%significance level,with more pronounced effects in eastern regions and cities with lower fiscal dependence.Mechanism analysis reveals that NLNDs drive the growth of new-quality productivity through three primary channels:fostering industrial agglomeration,enhancing digital economy development,and improving.Further analysis suggests that NLNDs not only stimulate local new-quality productivity growth but also generate significant spillover effects on neighboring cities,particularly when established in provincial capitals and key urban centers,where their influence on adjacent regions is more pronounced.This study provides valuable insights into the policy implications of NLNDs in optimizing factor allocation,stimulating innovation potential,and promoting high-quality regional economic development.Moreover,it offers empirical evidence for strengthening industrial agglomeration,advancing digital infrastructure,and improving financial support strategies to further cultivate new-quality productivity.
