摘 要:智慧城市建设以其数字化和智能化特性,为城市社会治理带来新范式,也有助于推动城市高质量发展。基于TOE理论框架,以中国27个省会城市和4个直辖市共计31个城市为研究样本,采用模糊集定性比较分析方法,从技术、组织和环境3个方面,选取6个条件变量,探索我国智慧城市建设路径和影响因素。研究发现:智慧城市建设呈现多因素驱动的特点;大数据发展水平、财政资源投入和数字化发展环境是推动高水平智慧城市建设的核心条件,通过分析,进一步提出了3种高水平智慧城市建设路径,分别为“技术-环境”联动型、“组织-环境”驱动型、均衡发展型。基于此,为推动智慧城市高水平建设,政府要重视条件间的联动匹配关系,构建技术为支撑、多因素驱动、多维度发展的体系架构。同时要探索数字城市发展的多种模式,确保智慧城市建设的运行机制畅通。Smart cities,with their digital and intelligent characteristics,bring new opportunities for social governance and also help to promote high-quality urban development.Based on the TOE theoretical framework,this study takes a total of 31 cities from 27 provincial capitals and 4 municipalities directly under the central government in China as research samples.Using the fuzzy set qualitative comparative analysis method,six conditional variables are selected from three aspects:technology,organization,and environment,to explore the path and influencing factors of smart city construction in China.It is found that the construction of smart cities is driven by multiple factors;the level of big data development,financial resources and digital development environment are the core conditions to promote the construction of high-level smart cities.Through the analysis,this study further proposes three paths for the construction of high-level smart cities,which are the“technology-environment”linkage type,The study further proposes three types of high-level smart city construction paths through analysis,namely“technology-environment”linkage,“organization-environment”driving type,and balanced development type.Based on this,in order to promote the high-level construction of smart cities,the government should pay attention to the linkage and matching relationship between conditions,and build a technology-supported,multi-factor-driven,multi-dimensional development architecture.At the same time,it should explore multiple modes of digital city development to ensure the smooth operation mechanism of smart city construction.
