农业信贷担保体系运行绩效对粮食供给安全的影响

摘　　要：民以食为天,党中央一直高度重视粮食安全问题。为保障国家粮食安全和促进乡村振兴,解决制约现代农业发展中“融资难”“融资贵”问题,我国建立了政策性农业信贷担保体系。本研究根据中国29个省份的政策性农业信贷担保体系运行数据,采用多元线性回归模型进行分析,得出政策性农业信贷担保体系在提高粮食供给数量与粮食供给质量方面有显著的效果。基于此,本研究提出以下政策建议:继续加大政策性农担体系对保障粮食安全的支持力度;以政策金融引导和优化粮食种植结构;提高对粮食生产中科技投入和技术服务的政策金融支持力度以及加大政策性农担体系的宣传力度等,以便提升政策性农业信贷担保体系对粮食安全的积极作用。Food is the primary concern for the people,and the Central Committee of the Communist Party of China has always attached great importance to food security.To ensure national food security and promote rural revitalization,as well as to address the issues of"difficulty in financing"and"high financing costs"that constrain the development of modern agriculture,China has established a policy-based agricultural credit guarantee system.This study analyzes the data from the policy-based agricultural credit guarantee system in 29 Chinese provinces using a multiple linear regression model and finds that the system has a significant impact on improving both the quantity and quality of food supply.Based on these findings,the study proposes the following policy recommendations:continue to strengthen the support of the policy-based agricultural credit guarantee system for ensuring food security;guide and optimize the structure of food production through policy-based finance;increase policy financial support for technological investment and services in food production;and enhance publicity for the policy-based agricultural credit guarantee system,in order to enhance its positive role in food security.
