摘　　要：数字孪生城市建设能够通过数字孪生体的搭建实现对物理城市的事前干预,这种技术优势使其在社会公共安全源头治理中能够较好地发挥作用。随着数字孪生城市发展,该技术已在社会公共安全源头治理中得到了不同阶段应用,通过优化决策结构、完善政策执行、改进治理策略,促使社会公共安全源头治理取得了显著成效。然而,数字孪生城市建设也使得城市治理面临着新的挑战。为规避数字孪生自身技术风险,各级政府要坚持以人民为中心的价值导向,促进数字孪生在政府决策、政策执行与治理手段中的良性嵌入,最大限度地实现社会公共安全源头治理。The construction of digital twin cities enables preemptive intervention in physical urban systems through the establishment of digital twins.This technological advantage enables it to play a better role in the governance of social public safety at the source.With the development of digital twin cities,this technology has been applied at different stages in the governance of social public security.By optimizing decision-making structures,enhancing policy implementation,and refining governance strategies,significant progress has been achieved in addressing risks at their sources.However,the development of digital twin cities also brings new challenges to urban governance.To avoid the inherent technological risks of digital twins,governments at all levels must adhere to a people-centered value orientation,foster the positive embedding of digital twins into government decision-making,policy implementation and governance practices,and ultimately achieve the governance of social public safety at the source.
