论和平与发展的基本内涵及相互关系——基于全人类共同价值视野

摘　　要：和平与发展一直是人类永恒追求的价值目标,在全人类共同价值的视野中具有特定的含义。和平是指在当今时代立足全人类,倡导世界人民之间、不同文明之间、不同民族国家之间没有战争或其他暴力,追求全人类共同进步。和平是一种价值目标,蕴含了人类共同进步的内涵,不等于安全。发展是指从本国实际出发,以经济建设为中心,破解时代难题,全面提高人民生活质量,致力于人民幸福,维护全人类的共同利益,其对象、目的、过程、动力等都有其特定意义。在全人类共同价值视野中,和平与发展密切联系,它们互为前提、相互促进。Peace and development have always been the value goal that mankind pursues forever, and have specific connotations within the framework of common values of mankind. Peace, in the contemporary era, is rooted in the collective interests of all humankind. It advocates for no war or other forms of violence among peoples, civilizations, and nation-states, seeking common progress for all mankind. As a value goal, peace embodies the essence of human advancement and should not be equated with security. Development entails proceeding from national realities, centering on economic construction, addressing contemporary challenges, comprehensively enhancing the quality of life, advancing people's well-being, and safeguarding the common interests of humanity. Its subjects, objectives, processes, and motivations carry specific significance. Within the vision of common values of mankind, peace and development are closely linked, functioning as mutually prerequisite and reinforcing forces.
