摘　　要：在能源领域GAI的推进应用中,鉴于能源数据的特殊性与GAI应用的叠加风险,能源数据安全已成关乎国家大安全的重要命题。面对所凸显的“能源数据安全与数据主权主张、数据隐私与共享发展背离、GAI迭代与安全防护性能显弱、数据跨境流动与国际协同冲突、算法黑箱与监管公开透明相悖、责任主体模糊与义务交叉叠加”系列难题,须立足“安全与利益增进平衡”机理,依托“数据分类分级—适应性安全监管—责任衡平分配—数据跨境动态推进—协同共治网络搭建”五个维度,建构基于“分类分级”的能源数据安全治理体系,超越零和博弈,守护国家大安全,助力数字文明演进与现代科技对话中的治理新秩序重塑与人类命运共同体构建。In the evolution of digital civilization and the dialogue with modern technology,national security cannot be overlooked.In the advancing application of Generative Artificial Intelligence(GAI)in the energy sector,the unique challenges of energy data security,compounded by the risks associated with GAI,have made energy data security a critical issue concerning national security.Confronted with a series of challenges such as"energy data security versus data sovereignty claims,the divergence between data privacy and shared development,the weak security performance of GAI iterations,conflicts in cross-border data flows and international coordination,the contradiction between algorithmic black boxes and regulatory transparency,and the ambiguity of responsibility subjects with overlapping obligations,"it is essential to base solutions on the principle of"balancing security and interest enhancement."By relying on five dimensions—"data classification and grading,adaptive regulation,equitable distribution of responsibilities,dynamic cross-border data regulation,and collaborative governance promotion"—a governance system for energy data security based on"classification and grading"must be constructed to actively safeguard national security.Through institutional innovation to harness technological rationality and uphold security baselines,we can transcend zero-sum games,contributing to the reshaping of a new order in human social governance and the construction of a community with a shared future for humanity in the evolution of digital civilization.
