摘　　要：政治与行政的关系既是政治实践和政治发展中最难处理的关系,也是学者关注最多、争议最多的研究领域。以近30年中国粮食安全政策与话语文本为研究对象,考察粮食政策领域中政治对行政的影响以及政治与行政的关系,研究发现:粮食政治主要体现为“政治领导”,其通过领导话语、政策颁布、责任考核和定责问责四个机制来实施和实现。从中国粮食政治的实践和发展过程来看,粮食政治由政治指导、政治考核和政治问责三个阶段或者维度构成,且三个阶段的政治领导强度依次增加。在粮食政策领域,政治与行政的关系是一种“渗透型重叠”结构,政治领导对行政既具有“贯通式”的基础性领导,也可以展现为参与型领导和干预型领导。值得注意的是,地方党委和政府在执行粮食政策时仍具有一定的自主性。The relationship between politics and administration is both the most difficult one to deal with in political practice and political development,as well as the area of study that has attracted the most attention and controversy among scholars.This study examines the impact of politics on administrative governance and the interplay between the two within the domain of food security policy,drawing on China's food security policies and discursive texts over the past three decades.The research found that food politics mainly manifests as“the lead of politics”,which is implemented and realized through four mechanisms:the lead of discourse,policy promulgation,responsibility assessment,and accountability.From the perspective of China's food politics practice and developmental trajectory,food politics comprises three stages or dimensions,which are political guidance,political evaluation,and political accountability,with the intensity of the lead of politics progressively intensifying across these stages.In the realm of food policy,the relationship between politics and administration constitutes a“permeated-overlapping structure”,wherein the lead of politics not only exerts a“comprehensive”foundational leadership over administrative operations but can also manifest as participatory leadership and interventional leadership.It is noteworthy that local Party committees and governments retain a degree of discretion in implementing food policies.
