摘　　要：数字技术在推动国家治理现代化的同时,也给数字政府建设带来新的伦理难题。构建数字政府伦理规范既回应了国家治理现代化的发展需要,又为破解数字政府建设的伦理问题提供了有效手段,有助于更好地实现数字政府价值创造。对“数字政府伦理规范是什么”进行回应,是数字政府伦理规范发挥作用的前提。界定数字政府伦理规范概念、凝练数字政府伦理规范内涵和构建数字政府伦理规范体系,成为数字政府研究领域的重要议题。通过系统阐释数字政府伦理规范内涵,结合批判解释学,厘清数字政府伦理规范的生成逻辑,阐明数字政府伦理规范的体系构成,研究表明:可以从理论体系完善、伦理规范制度化、伦理自主性提升和伦理责任分配四个方面优化数字政府伦理规范体系的建构路径。The rapid development of digital technology not only promotes the modernization of national governance,but also brings new ethical problems to the construction of digital government.The construction of digital government ethics not only responds to the development needs of national governance modernization,but also provides an effective means to solve the ethical problems of digital government construction,so as to better realize the value creation of digital government.Responding to“what is the ethical code of digital government”is the premise for the ethical code of digital government to play its role.Therefore,defining the concept of digital government ethics,refining the connotation of digital government ethics,and constructing the digital government ethics system have become important topics in the field of digital government research.By systematically explaining the connotation of digital government ethics norms and combining with critical hermeneutics,this paper clarifies the generation logic of digital government ethics norms and clarifies the system composition of digital government ethics norms.The research shows that the construction path of optimizing the digital government ethics norms system is to perfect the theoretical system,institutionalize ethical norms,enhance ethical autonomy and allocate ethical responsibilities.
