摘　　要：在国家大力推进智慧社区建设的背景下,实现陌生人关系网络向熟人社会关系网络转变是激活城市老旧社区内生动能和提升社区治理效能的重要途径。北京市西城区C社区的共享停车制度改革呈现了熟人社会治理机制如何实现从政治势能到治理效能的转变。在梳理社区治理社会底色研究取向、基层政权建设研究取向和社会中的国家研究取向三种研究范式的基础上,依照“政治势能-内生动能-治理效能”的分析框架,研究发现:在智慧化改造中城市老旧社区蕴含政府政策支持下的改革机制以及利益相关者实现自身诉求机制;在陌生人社会场景的智慧社区建设中,虽然借助于自上而下的政治势能能够聚集社区治理的动能,但是社区治理的内生动能依然不足;熟人社会治理机制不仅能够从居民公共事务关切和居民间利益关切两个维度对城市老旧社区治理赋能,而且改变了社区治理的策略。Under the background of the national utmost support to promote smart community construction,transforming stranger-oriented social networks into an acquaintance-based is a critical path to revitalize the endogenous momentum of urban old communities and enhancing governance effectiveness.The shared parking system reform in community C of Xicheng District of Beijing,illustrates how acquaintance-based governance mechanism actualizes the transformation from political potential to governance effectiveness.By synthesizing three research paradigms,the social foundation of community governance,the grassroots political power building,and the“state in society”approach,this study applies an analytical framework of“political potentialendogenous momentum-governance effectiveness”.It finds that urban old communities undergoing smart transformation embody both policy,driven reform mechanisms and mechanisms for stakeholders to realize their demands.While top-down political potential can marshal up governance momentum in stranger-oriented smart communities,endogenous momentum for community governance remains insufficient.The acquaintanceoriented governance mechanism not only empowers urban old communities governance through two dimensions,residents'concerns about public affairs and mutual interest coordination,but also reshuffles communities governance strategies.
