摘  要:为解决终端区空域资源冲突严重以及航班延误加剧等问题,本文基于我国进港航班管制规则和工程现状,研究扩展进港管理(E-AMAN)系统,论证设计系统运行概念,作为管制员工作规则的参考。同时,本文重点阐述系统技术架构及关键技术,为工程项目研制提供理论依据。E-AMAN的研制可实现相邻管制单位对进港航班延误的协同吸纳,减少航班在终端区的盘旋等待,提升航空器燃油经济性,有效降低进港航班总体延误。In order to solve the severe issues of airspace resource conflicts in terminal control areas and escalating flight delays,this paper investigates the extended arrival management system based on China's arrival flight control rules and current engineering status.It demonstrates and designs the operational concept of the system to serve as a reference for controllers'working rules.Simultaneously,the paper focuses on elucidating the system's technical architecture and key technologies,providing a theoretical foundation for the development of engineering projects.The development of the extended arrival management system can facilitate collaborative absorption of arrival flight delays by adjacent control units,reduce holding patterns of arrival flights in terminal control areas,enhance aircraft fuel efficiency,and effectively decrease overall delays for arrival flights.
