经费缩减背景下公共图书馆推行垂直总分馆制的困境及对策思考——以深圳市龙华区为例

摘　　要：公共图书馆垂直总分馆制是公共图书馆行业未来发展的趋势,而推行垂直总分馆制需要充足的财政经费支持。从广东省深圳市龙华区公共图书馆垂直总分馆制建设发展的现状及与深圳已实现垂直管理的相关区相比存在的差距出发,分析在财政经费缩减影响下,推行垂直总分馆制所面临的顶层制度不完善、专业技术人才欠缺、可持续发展受限、社会力量参与不足等困境,并以点带面,从推动顶层制度出台、强化人才队伍建设、有序推进垂直管理、完善社会力量参与机制4个方面进行探讨,提出我国公共图书馆在财政经费缩减背景下推行垂直总分馆制的可行性对策。The vertical management of the main-branch public library system is the development trend in the public library field.Its implementation hinges on government financial support.This article begins by examining the current situation and gaps in the vertical management of the main-branch public library system in Longhua District,Shenzhen.It analyzes the challenges this system faces amid budget cuts,such as an imperfect top-level system,a shortage of professional library staff,limited sustainable development,and insufficient social-force participation.Furthermore,expanding from specific issues to broader considerations,the article proposes practical solutions for the vertical management of the main-branch public library system during budget-cut periods.These solutions cover four aspects:improving the library management system,strengthening personnel construction,advancing vertical management step by step,and encouraging social forces and capital to invest in library services.
