基于熵权法的新疆精神障碍社区康复服务示范点评价

摘　　要：目的研究新疆精神障碍社区康复服务示范点评估体系,综合评价全疆示范点建设,为推动康复服务可持续发展提出建议。方法基于构建的精神障碍社区康复服务示范点评估指标体系(涵盖标准化建设、专业化服务、档案管理、社会化影响和额外加分项5项一级指标、9项二级指标及17项三级指标),采用2023年度全疆精神障碍社区康复服务示范点评估数据,运用熵权法确定各指标权重,分析不同地区及地州市的综合评价及各指标得分。结果精神障碍社区康复服务示范点评估体系一级指标权重占比大小依次为社会化影响、标准化建设、额外加分项、专业化服务和档案管理,三级指标中项目方案、项目总结权重占比最高(0.2320),人员管理权重占比最低(0.0071);综合评价得分结果显示,北疆地区均分(0.4853)高于南疆(0.4257)和东疆(0.4111)地区,各地州市中以北疆地区A8(0.6602)、A13(0.5818)、A9(0.5320)排名位居前三,A10(0.3072)排名最低。标准化建设指标中,北疆地区均分最高(0.1973);专业化服务指标中,东疆地区均分最低(0.0254);档案管理指标中,南北疆表现相对均衡,东疆地区稍低(0.0115);社会化影响指标中,东疆地区均分最高(0.2227);额外加分项指标中,南疆地区均分最高(0.0845)。结论新疆精神障碍社区康复服务示范点发展水平尚不均衡,需持续强化康复服务体系建设,实施差异化支持和专项改进,不断提升整体水平。Objective To study the evaluation system of community rehabilitation service demonstration sites for mental disorders in Xinjiang,comprehensively evaluate the construction of demonstration sites in Xinjiang,and to put forward suggestions for promoting the sustainable development of rehabilitation services.Methods Evaluation index system of community rehabilitation service demonstration site for mental disorders based on construction(including 5 first-level indicators,9 second-level indicators and 17 third-level indicators of standardization construction,specialized services,archives management,socialization impact and additional points),the evaluation data of community rehabilitation service demonstration sites for mental disorders in Xinjiang in 2023 were adopted.The entropy weight method was used to determine the weight of each index,and the comprehensive evaluation and scores of each index in different regions and prefectures were analyzed.Results The weights of the first-level indicators in the evaluation system of community rehabilitation service demonstration sites for mental disorders were in the order of social impact,standardization construction,additional points,professional services and file management.Among the three-level indicators,the weight of project plan and project summary accounted for the highest proportion(0.2320),and the weight of personnel management accounted for the lowest proportion(0.0071).The results of comprehensive evaluation score showed that the average score of northern Xinjiang(0.4853)was higher than that of southern Xinjiang(0.4257)and eastern Xinjiang(0.4111).Among the prefectures and cities,A8(0.6602),A13(0.5818)and A9(0.5320)in northern Xinjiang ranked the top-3,and A10(0.3072)ranked the lowest.Among the standardization construction indicators,the northern Xinjiang region had the highest average score(0.1973);in the professional service index,the average score of the eastern Xinjiang region had the lowest average score(0.0254);in the archives management indicators,the perfor
