摘　　要：核安全面临诸多风险挑战,要贯彻总体国家安全观,始终坚持严的基调,守住核安全底线。要贯彻习近平生态文明思想,加强核安全监管,确保核与辐射安全,助力实现“双碳”目标,守住生态安全底线。要践行习近平法治思想,实现核与辐射安全法规标准体系现代化重塑,通过严格执法,守住法治底线。要坚持以人民为中心,促进核能安全利用,守住民生底线。我国核安全事业进入了高质量高水平发展的新时期,核安全监管系统应强化使命担当,推动构建严密的核安全责任体系,建设与我国核事业发展相适应的现代化核安全监管体系,实现高水平核安全和核事业高质量发展的良性互动。It is necessary to implement a holistic approach to national security,always adhere to a strict tone,and guard the bottom line of nuclear security.Xi Jinping thought on ecological civilization should be implemented,nuclear safety supervision should be strengthened,and nuclear and radiation safety should be ensured,which is of great significance to achieve carbon peaking and carbon neutrality goals,and is also an inevitable requirement for guarding the bottom line of ecological safety.Xi Jinping thought on rule of law should be practiced,the system of nuclear and radiation safety regulations and standards should be modernized and reshaped,and the law should be strictly enforced to keep the legal bottom line.It is imperative to adhere to the people-centered approach,promote the safe use of nuclear energy,and guard the bottom line of people’s livelihood.China’s nuclear safety endeavors have entered a new period of high-quality and high-level development,and China’s nuclear safety regulatory authority should strengthen its mission and responsibility,promote the construction of a rigorous nuclear safety responsibility system,build a modernized nuclear safety regulatory system in line with the development of China’s nuclear industry,realize the positive interaction between a high level of nuclear safety and a high-quality development of the nuclear industry.
