摘  要:本文探究了磁约束聚变装置产生的空间电磁辐射水平,对环境、职业人员和公众的影响,为后续聚变装置电磁辐射影响监管提供技术和政策支撑;梳理了典型国家和组织对磁约束聚变装置的电磁辐射管理要求;测量了我国典型磁约束聚变装置产生的电磁辐射水平。结果表明,磁约束聚变装置的电磁源可靠性是监管部门关注的优先事项,各国均开展了关于电磁辐射对职业人员和公众健康影响的评估,评估依据采用国际非电离辐射防护委员会(ICNIRP)有关标准要求。我国典型磁约束聚变装置使用的电磁辐射设备具有功率大、频率高等特性,部分区域电磁辐射水平高,因此,应密切关注磁约束聚变装置电磁辐射影响,将磁场系统的失效和故障作为聚变系统的设计基础假设事件之一,并尽快制定我国静磁场环境标准,做好技术和政策储备,为聚变能大规模商用提供电磁辐射监管支撑。This paper explores the level of space electromagnetic radiation produced by magnetic confine-ment fusion devices and its impacts on the environment,professionals and the public,providing technical and policy support for the subsequent regulation of electromagnetic radiation from fusion devices.The elec-tromagnetic radiation management requirements of typical states and organizations for magnetic confinement fusion devices were also reviewed,and the electromagnetic radiation level of typical magnetic confinement fusion devices in China was measured.The results show that the reliability of the electromagnetic source of the magnetic confinement fusion device is the priority item concerned by the regulatory authorities.Various countries have conducted the assessment of the effects of electromagnetic radiation on the health of profes-sionals and the public based on the standards of International Commission on Non-Ionizing Radiation Protec-tion(ICNIRP).China’s typical fusion devices employing electromagnetic radiation equipment are character-ized with high power and high frequency.Therefore,considering that elevated radiation levels observed in certain areas,close attention should be paid to the electromagnetic radiation impact of magnetic confinement fusion devices,and the invalidation and failure of magnetic field system should be regarded as one of the fun-damental assumptions for the design of fusion system.China needs to expedite the establishment of national static magnetic field environmental standards,and provide regulatory support for large-scale commercial ap-plication of fusion energy by enhancing technical and policy preparedness.
