美国强化对华战略竞争背景下 新质生产力的作用初探——兼论生成式人工智能DeepSeek的示范效应

摘　　要：新质生产力是由生产要素创新性配置、技术颠覆性创新以及产业大幅转型升级催生孕育出来的先进生产力,其核心要义主要体现在产业变革、创新驱动、质量效益以及高素质劳动力等方面。在新一代信息技术迅猛发展推动产业转型的关键时期,新质生产力的形成不仅是构建适应中国国情的新发展格局、实现高质量发展的内在需求,也是推动中国式现代化建设的重要驱动力,在世界百年未有之大变局中的地位作用越来越凸显。当前,美国持续强化对华全方位遏制打压,并谋求维持扩张其全球科技霸权。在此背景下中国如何破局,新质生产力发挥着至关重要的作用。本文以生成式人工智能DeepSeek为范例开展分析,系统提出以新质生产力发展应对美国强化对华战略竞争的实践路径,强调在质量、效率和能力等方面建设现代化产业体系、推动经济高质量发展和实现中国式现代化。New-quality productive forces are advanced productive forces that have emerged and developed through innovative allocation of production factors,disruptive technological innovations,and significant industrial transformation and upgrading.Its core essence is mainly reflected in industrial transformation,innovationdriven development,quality and efficiency,as well as high-quality labor force.During the critical period when the rapid development of newgeneration information technology is driving industrial transformation,the formation of new-quality productive forces is not only an inherent demand for building a new development paradigm that suits China's national conditions and achieving high-quality development,but also an important driving force for boosting the construction of Chinese modernization,whose position and role in the great changes of the world unseen in a century are becoming increasingly prominent.Currently,the United States is vigorously strengthening strategic competition with China,and seeking to maintain and expand its global military,economic and technological hegemony.In the context of the US'intensified containment of China,new-quality productive forces play a crucial role in helping China break the deadlock.Taking the generative AI DeepSeek as an example for analysis,this article systematically proposes a practical path for responding to the intensified competition from the US against China with new-quality productive forces,while emphasizing the construction of a modern industrial system in terms of quality,efficiency and capability to promote high-quality economic development and achieve Chinese modernization.
