石破内阁对美外交发展走向:“追求日美新黄金时代”

摘　　要：2025年2月,日本和美国在两国首脑会谈后发表的联合声明中提出“追求日美新黄金时代”。这一提法虽然表达的是日美双方的共同意愿,但更多地体现了石破内阁对美外交的主动性战略考量。石破内阁之所以着力“追求日美新黄金时代”,主要是因应特朗普的再次执政,意在强化日美同盟关系、减缓来自特朗普新政府的压力、主导“印太”秩序构建及巩固国内执政基础。为此,石破内阁拟采取推进日美防卫合作一体化、增加对美投资并扩大进口、与美国开展“印太”地区合作以及协调涉华政策取向等多种政策措施。石破内阁对美外交虽冠以“追求日美新黄金时代”之名,但仍将面临“战略选择难以自主”“有悖国际多边合作”“利益互换虚实待定”“美方压力增减难料”等诸多挑战。在石破内阁对美外交的推动下,日美同盟关系将处在不断强化的发展轨道上,石破内阁与特朗普政府协调涉华政策的外交动向,必将对大国关系互动与地区安全局势产生严重的消极影响。In February 2025,Japan and the US proposed to pursue a new golden age between Japan and the United States"in a joint statement issued after the summit meeting between the two countries.Although this proposition expressed the common will of both Japan and the United States,it more reflects the proactive strategic consideration of the Ishiba Cabinet on diplomacy towards the United States.The Ishiba Cabinet's focus on"pursuing a new golden age between Japan and the United States"is mainly in response to Trump's return to power,aiming to strengthen the Japan-US alliance,alleviate the pressure from the new Trump administration,lead the construction of the"Indo-Pacific"order,and consolidate the foundation for domestic governance.To this end,the Ishiba Cabinet plans to adopt a variety of policy measures,including promoting the integration of defense cooperation between Japan and the United States,increasing investment in the US and expanding imports from the US,conducting regional cooperation with the US in the Indo-Pacific,and coordinating China-related policy orientations.Although the Ishiba Cabinet's diplomacy towards the US is labeled as"pursuing a new golden age between Japan and the United States",it will still face many challenges such as"difficulty in making independent strategic choices","going contrary to international multilateral cooperation","uncertain gains in interest exchanges",and"unpredictable pressures from the US side".Under the promotion of the Ishiba Cabinet's diplomacy towards the US,the Japan-US alliance will be on a continuously strengthening development track,while the diplomatic trend of the Ishiba Cabinet in coordinating China-related policies with the Trump administration will surely have a serious negative impact on the interaction in major-country relations and the regional security situation.
