摘 要:军事训练建设项目后评价是确保项目科学决策、成功实施、有效发挥建设绩效的关键措施,但目前军队层面尚未构建完善的评价体系。在对军事训练建设项目进行分类总结,并明确项目后评价的内容与方法的基础上,运用层次分析法,重点围绕项目立项决策、实施管理、竣工验收等过程性评价内容,以及技术经济、军事效益等效益性评价内容,科学构建并详细阐述军事训练建设项目后评价指标体系的具体指标内涵及其权重确定。研究结果旨在为军队开展军事训练建设项目后评价工作提供参考依据和实用指南。Post evaluation of military training construction projects plays a critical role in ensuring scientific decision-making,successful implementation,and optimal utilization of constructed facilities.However,the military currently lacks a comprehensive evaluation framework at the institutional level.This study systematically classifies military training infrastructure projects and defines the scope and methodology for post evaluation.Focusing on process evaluation components(including project initiation decision-making,implementation management,and final acceptance)and effectiveness evaluation dimensions(encompassing techno-economic viability and military operational effectiveness),the research applies a hierarchical analytical framework to scientifically construct and elaborate the post evaluation index system,specifying its specific metrics,operational definitions,and weight allocation mechanisms.The study provides reference bases and practical guidelines for the military to conduct post-evaluation work on military training construction projects.
