新质生产力助力和美乡村建设:发展逻辑、现实桎梏与制度回应

摘　　要：和美乡村建设是当前中国式现代化助推乡村社会发展的重要方针,其结合新质生产力,可实现自我新质建设、新质发展和新质跃迁。新质生产力是马克思主义生产力理论结合中国当前发展实际的科学发展理论。文章立足于新质生产力的理论内涵和发展特征,归纳新质生产力在和美乡村建设中的新技术、新内涵、新建设和新价值,形成发展逻辑。亦应看到,在当前的发展过程中,存在着基础桎梏、规则桎梏、时空桎梏和价值桎梏。法治是新质生产力助推和美乡村建设的根本性制度保障,应基于法治理念革新,追求时空正义,基于数字技术发展对传统“三治融合”制度进行完善和拓展,促进新质生产力助力和美乡村建设。The construction of harmonious villages for living and working is an important development guideline for promoting the development of rural society.Harmonious and beautiful countryside construction can be combined with the new quality productivity to realize the new quality construction,new quality development and new quality leap of self.New quality productivity is a scientific development theory that combines Marxist productivity theory with China's current development reality.Based on the theoretical connotation and development characteristics of the new quality productivity,the article summarizes the new technology,new connotation,new construction and new value of the new quality productivity in the construction of harmonious villages,and forms its development logic.It should also be seen that in the current development process,there are foundation shackles,rule shackles,space-time shackles and value shackles.The rule of law is the fundamental institutional guarantee for new productivity to promote the harmonious countryside,which should be based on the innovation of the concept of the rule of law,the pursuit of spatial and temporal justice,and the further improvement and expansion of the system based on the development of digital technology,to further improve and expand the system of the traditional model of"integration of the three rulers",so as to promote the new productivity to further contribute to the construction of a livable,workableand beautiful countryside.
