小微企业安全管理的单元化整合——以N市P区小微企业安全联盟为例

摘　　要：为提升我国基层生产安全治理能力,破解小微企业安全管理“多重碎片化”困境,本文综合运用文献研究、案例分析等方法,对小微企业安全管理能力、安全监管现状及安全服务供给现状进行调研分析,并结合N市P区小微企业安全联盟实践,提出通过单元化整合推动安全服务供需适配的理论模型,进一步探究小微企业安全管理单元化整合的运行模式。研究结果表明:该模式可显著提升小微企业的安全管理能力和风险防控意识,同时降低其安全成本,为新时代基层生产安全管理的发展和优化提供创新思路。In order to enhance the ability of grassroots production safety governance in China and solve the“multiple fragmentation”dilemma of safety management in small and micro enterprises(SMEs),this paper comprehensively uses methods such as literature research and case analysis to research and analyse the safety management capacity of SMEs,the status quo of safety supervision,and safety services.Based on the practice of the Small and Micro Enterprise Security Alliance in P District of N City,a theoretical model is proposed to promote the adaptation of security service supply and demand through modular integration,and further explore the operational mode of modular integration of security management for SMEs.The research results indicate that this model can significantly enhance the safety management capabilities and risk prevention awareness of SMEs,while reducing their safety costs,provide innovative ideas for the development and optimisation of grass-roots production safety management in the new era.
