环境规制强度对资源错配程度影响研究——经济高质量发展的中观证据  

Research on the Impact of Environmental Regulation Intensity on Resource Misallocation—Evidence from the Meso-Level of High-Quality Economic Development

摘　　要：经济高质量发展的中观基础在于行业产业高质量发展,协同推进行业产业高质量发展与环境高水平保护,对于完成高质量发展首要任务具有重要意义。基于此,本文使用中国工业企业数据库与中国地级市面板数据库,通过静态面板回归模型与动态面板回归模型,实证研究环境规制强度对行业与产业资源错配程度影响。研究发现,环境规制强度具有显著纠错效应,环境规制强度能够有效降低行业资源错配程度,同时也能够有效降低产业资源错配程度,通过基准回归分析、异质性分析与内生性处理之后研究结论仍然成立。环境规制强度纠正行业产业资源错配程度推动行业产业高质量发展。本文研究为协同推进经济高质量发展与环境高水平保护提供新的政策启示。筑牢经济高质量发展的中观基础有效利用环境规制政策设计的纠错效应。深化生态文明体制机制改革健全生态环境治理体系建设。聚焦美丽中国建设加快行业产业发展全面绿色低碳转型。The meso-level foundation of high-quality economic development lies in the high-quality development of industries.Coordinating the promotion of high-quality industry development and high-level environmental protection are of great significance for accomplishing the primary task of high-quality development.Based on this,the article utilizes the China Industrial Enterprise Database and the China Prefecture-level City Panel Database to empirically study the impact of environmental regulation intensity on the resources misallocation in industries and sectors through static and dynamic panel regression models.The research finds that environmental regulation intensity has a significant corrective effect,effectively reducing the resources misallocation within both industries and sectors.These findings remain robust after conducting benchmark regression analysis,heterogeneity analysis,and addressing endogeneity issues.The intensity of environmental regulation corrects the resources misallocation,promoting the high-quality development of industries and sectors.This research provides new policy insights for the coordinated promotion of highquality economic development and high-level environmental protection.Strengthening the meso-level foundation for high-quality economic development effectively leverages the corrective effects of environmental regulatory policies.It also emphasizes deepening reforms in the ecological civilization system,improving the ecological and environmental governance system,and focusing on the construction of a“Beautiful China”by accelerating the comprehensive green and low-carbon transformation of industry.
