摘　　要：人工智能技术的快速发展和广泛应用,使公共治理面临新机遇和挑战。运用CiteSpace软件对近十年来发表在核心期刊上的国内外文献进行计量分析,通过关键词共现和聚类对比展现人工智能与公共治理的研究热点和发展趋势。国内外当前有关人工智能与公共治理的研究内容主要有两个维度:将人工智能视为治理新工具及驱动要素,分析其应用带来的赋能变革作用;将人工智能视为治理对象,分析其风险隐忧及治理路径。国内外研究议题各有侧重,但在赋能作用、潜在风险和发展伦理方面存在诸多共识。未来研究可在智能治理新范式提炼、人工智能技术类型细化分析、人工智能与公共治理的实证研究、中国本土情景构建等议题与方向上拓展。The rapid development and wide application of artificial intelligence technology have brought new opportunities and challenges to public governance.CiteSpace software is used to conduct a bibliometric analysis of domestic and foreign literature published in core journals in the past decade.Through keyword cooccurrence and cluster comparative analysis,the research hot topics and development trends of artificial intelligence and public governance are analyzed.The current research contents on artificial intelligence and public governance at home and abroad mainly cover two dimensions:regarding artificial intelligence as a new tool and driving factor for governance,and analyzing the role of its application in enabling transformation;regarding artificial intelligence as an object of governance,and analyzing its potential risks and governance paths.Domestic and foreign research topics have their own focuses,but there are many consensuses in terms of enabling effects,potential risks,and development ethics.Future research can be expanded in topics and directions such as the refinement of new paradigms for intelligent governance,the detailed analysis of artificial intelligence technology types,the empirical research on artificial intelligence and public governance,and the construction of China’s local scenarios.
