界面治理分析与发展——构建中国公共管理自主知识体系的本体论框架

摘　　要：通过借鉴拉斯韦尔有关政策过程知识的讨论和埃莉诺·奥斯特罗姆有关推动知识发展的本体论框架的倡议,在界面治理理论的基础上提出界面治理分析与发展框架(Interface Governance Analysis and Development,IGAD),试图整合治理过程、治理分析和实质性治理,构建中国公共管理自主知识体系,为推动国家治理体系和治理能力现代化贡献智慧。界面治理分析与发展框架认为,诊断国家治理需要从治理界面分析着手,聚焦治理实践,重点讨论治理环境、治理哲学、治理目标、治理工作、治理体系、治理制度、治理过程、治理机制、治理绩效和治理调适10个构成要素,其中治理工作、治理体系和治理制度属于治理界面范畴,并以此为基础来发展理论。框架成为知识发展的指南,实践成为知识创造的源泉。为了检验框架的有效性,利用界面治理分析与发展框架对北京市“接诉即办”改革实践进行了分析,为理解“接诉即办”改革提供了系统性知识支撑。同时,结合界面治理分析与发展框架,提出了构建基于“接诉即办”改革实践的中国超大城市治理自主知识体系的方向。This study develops the Interface governance analysis and development(IGAD)framework based on interface gover⁃nance theory,by drawing on Harold Lasswell’s discussion of policy process knowledge and Elinor Ostrom’s proposal for an ontolo⁃ical framework to advance knowledge development.The IGAD framework seeks to integrate governance processes,governance anal⁃ysis,and substantive governance to construct China’s independent knowledge system of public administration.By doing so,it aims to contribute to advance the modernization of China’s system and capacity for governance.The IGAD framework posits that diagnos⁃ing national governance should begin with an analysis of governance interfaces,focusing on governance practices.It identifies ten key components:governance environment,governance philosophy,governance objectives,governance tasks,governance systems,governance institutions,governance processes,governance mechanisms,governance performance,and governance adaptation.Among these,governance tasks,governance systems,and governance institutions belong to the domain of governance interfaces,forming the foundation for theoretical development and the construction of China’s independent knowledge of public administra⁃tion.The framework serves as a guide for knowledge development,while practice becomes the source of knowledge creation.To eval⁃uate the effectiveness of the framework,this study applies the IGAD framework to analyze Beijing’s Swift response to public com⁃plaint reform,providing a systematic knowledge foundation for understanding this practice.Furthermore,in alignment with IGAD framework,this study proposes directions for constructing China’s independent knowledge system of super-large city governance,grounded in the reform practice of Swift response to public complaints.
