摘　　要：公共价值是公共行政学科的规范性概念之一,但被广泛、系统地研究则是伴随着对新公共管理范式的反思浪潮开始的。公共价值相关理论因其鲜明且不同于以往范式的包容性和学科标识性,成为学界关注的重点,而在我国学术界被广泛讨论则是在近三十年。公共价值在我国究竟如何“生根发芽”和“开花结果”?公共价值研究如何回应中国公共治理实践的发展、又如何与公共行政学科知识体系相呼应?为回答这些问题,有必要对公共价值研究在中国的进展进行系统的回顾。本研究采用PRISMA2020标准对公共价值研究文献进行内容分析,通过对1272篇公共价值文献进行纳排识别,在参考CiteSpace计量结果的基础上,对筛选后的474篇文献进行了编码统计。本研究借用交响曲的修辞,对照交响乐四个乐章的不同特点,将中国公共价值研究演变进程总结为四个阶段,对阶段特征、研究热点、发展局限及未来前沿进行了阐释,描绘出我国公共价值研究的特点和知识图景,并发现其与学科知识相互辉映,进而提出我国公共价值的研究空间和可能方向。Public value or public values is one of the normative concepts in the discipline of Public Administration.However,it was not until the wave of reflection on the New Public Management paradigm.Due to its inclusiveness and disciplinary icon that differ from previous paradigms,public values theories have become a heated topic in academia.In China,the extensive discussion has on⁃ly occurred in the past three decades.We wonder how“public value”research developing in China,and how to responding to the changes of China’s public governance practices.To answer these,it is necessary to conduct a systematic review of the public value research in China.This study uses the PRISMA 2020 standard to conduct a content analysis of public value research literature.Through identification of 1,272 related articles,and based on the results using CiteSpace,474 selected articles were coded and sta⁃tistically analyzed from five dimensions.This study borrows the rhetoric of a symphony,by comparing the different characteristics of the four chapters of a symphony,summarizing the developing process of public value research in China into four stages.It presents the characteristic in each stage,the focused topics,and future possible studies.This study also depicts the characteristics and knowledge landscape of public value research in China and discovers how it echoes or fits into the map of Public Administration knowledge system.It then proposes the potential research space in public values in China.
