数字化转型如何提升超特大城市韧性——基于复杂适应系统理论和构型理论的组态分析

摘　　要：在风险集聚复合的超特大城市中,全面推进韧性安全城市建设具有重要的战略意义。以21个超特大城市为案例,基于复杂适应系统理论和构型理论,使用模糊集定性比较分析方法探究此类城市全面数字化转型对城市韧性治理的驱动作用及组合路径。研究发现,产生高韧性的数字化组态是耦合经济数字化、政府治理数字化和数字基础设施的“铁三角模式”,而产生非高韧性的组态包括“经济数字化限制型”“治理数字化约束型”“双核短板型”三种。结论表明当前超特大城市韧性治理已经进入全要素数字化驱动的系统发展阶段,但实践中仍存在一些限制因素,应树立系统观念,坚持组态思维,发挥多领域数字化相互耦合的协同效应。It is of strategic importance to comprehensively promote the construction of resilient and safe cities in megacities with complex risk aggregation.This paper takes 21 megacities as cases,and based on complex adaptive system theory and configuration theory,uses fuzzy set qualitative comparative analysis to explore the driving role and combination path of such cities’comprehen⁃sive digital transformation on urban resilience governance.The study finds that the digital configuration that give rise to high resil⁃ience is“the Iron Triangle Type”which couples the digitization of the economy,the digitization of government governance,and the digital infrastructure,while the configurations that do not result in high resilience include three types:“the type with limitations in economic digitization”,“the type with constraints in governance digitization”,and“the type with dual weaknesses”.The conclusion shows that the current megacity resilience governance has entered the system development stage driven by all-factor digitization,but there are still some constraints in practice,it is necessary to establish the system concept,adhere to the configuration thinking,and give full play to the synergistic effect of the mutual coupling of digitalization in multiple fields.
