政策反馈机制何以影响反身性治理?——基于农村人居环境治理的多案例分析

摘　　要：传统的治理模式难以适应新形势下的复杂性与不确定性,而反身性转向的范式创新为农村人居环境治理提供思路参照。基于微观解构和宏观考察的双重维度整合,构建政策反馈影响反身性治理的“结构—过程—情境”分析框架,运用多案例研究法分析二者的互馈机理。发现自上而下、自下而上、正式与非正式、去中心化的反馈模式分别形塑有限型、扩展型、系统型、涌现型的反身性生成,呈现出反馈结构特征耦合治理能力、反馈过程机制引领治理议程、反馈情境因素调节治理水平的作用机理。同时,反身性治理革新也强化政策反馈的科学效能发挥。从反身性治理的政策反馈视角,再审视政策—绩效关系,对于拓展中国特色的农村人居环境治理探索具有重要的学理意义和实践价值。The traditional governance model is difficult to adapt to the complexity and uncertainty of the new situation,while the paradigm innovation of reflexivity provides a reference for rural living environment governance.Based on the integration of micro de⁃construction and macro examination,a“Structure-Process-Context”analysis framework is constructed to analyze the impact of pol⁃icy feedback on reflexive governance.The multi case study method is used to analyze the mutual feedback mechanism between the two.It is found that the feedback modes from top to bottom,from bottom to top,from formal to informal,and from decentralization re⁃spectively shape limited,extended,systematic,and emerging reflexive generation,presenting a mechanism of coupling feedback structure characteristics with governance ability,feedback process mechanism leading governance agenda,and feedback situational factors regulating governance level.At the same time,reflexive governance reform also strengthens the scientific effectiveness of pol⁃icy feedback.The policy feedback perspective of reflexive governance,which re-examines the policy performance relationship,has important theoretical significance and practical value for expanding research on rural living environment governance with Chinese characteristics.
