数智技术何以重构社区养老服务合供格局?——基于B社区的个案追踪

摘　　要：数智时代,技术给社区养老服务合供格局带来了哪些变化?这些变化又是如何产生?本研究通过搭建“技术-主体-结构-行动”分析框架,对数智技术进入前后的B社区养老服务合供格局进行比较,研究发现:(1)数智技术拓展了社区养老服务合供格局中的主体范围,具体表现为数量的扩大化以及类型的多元化;(2)数智技术重塑了社区养老服务合供网络的结构样态,具体表现为合供网络的结构从“单枢纽环状”转向“双枢纽环状”;(3)数智技术提升了社区养老服务合供的行动效率,具体表现为行动逻辑的迭代和行动效果的完善。三重变革现象隐藏着深层机理:(1)数智技术助力居委会转移或规避背书风险,消除了主体网络拓展时效益与风险之间的张力,打破了合供网络的封闭边界;(2)居委会与数智技术之间权能互换,数智技术为居委会赋能并带来资源,居委会赋予数智技术治理空间,使其成为合供网络的“第二枢纽”;(3)数智技术革新社区养老治理视域,打破了社区养老服务供给中居委会的单一治理视域,建构新的信息链条,施行以算法决策为基础的新行动规则。In the era of digital intelligence,what changes have technologies brought to the coproduction pattern of community pen⁃sion services,and how have these changes occurred?By constructing an analytical framework of“technology-subject-structure-ac⁃tion”and based on a case study that tracks the changes in Community B before and after the introduction of digital intelligence technologies,the following findings are revealed:(1)Digital intelligence technologies have expanded the scope of subjects within the coproduction pattern of community pension services,manifested in both an increase in number and diversification in type;(2) These technologies have reshaped the structural form of the coproduction network for community pension services,shifting from a “single-hub ring”to a“dual-hub ring”;(3)Digital intelligence technologies have enhanced the operational efficiency of communi⁃ ty pension service coproduction,evident in the iteration of action logic and improvement of action outcomes.These three phenomena of transformation conceal underlying mechanisms:(1)Digital intelligence technologies assist the neighborhood committee in trans⁃ ferring and avoiding endorsement risks,eliminating the tension between benefits and risks during the expansion of the subject net⁃ work,and breaking the closed boundaries of the coproduction network;(2)The neighborhood committee and digital intelligence technologies exchange powers and capabilities.Digital intelligence technologies empower the neighborhood committee and bring in resources,while the neighborhood committee grants digital intelligence technologies governance space,making them the second hub of the coproduction network;(3)Digital intelligence technologies revolutionize the perspective of community pension gover⁃ nance,separating the supply of community pension services from the single governance perspective of the neighborhood committee, constructing new information chains,and implementing action rules based on algorithmic decision-making.
