摘　　要：实现社会矛盾有效化解是当下国家治理中的一项重要议题。本文将社会矛盾化解治理行动提升到中国科层制的内在属性与特征层次上,基于韦伯的经典科层制理论与当代中国党政一体的科层体系结构,构建了一个包含“行政-政治-情感”多维行动逻辑在内的复合科层制理论分析框架。从这一框架出发,以X区信访矛盾治理为例,考察了以社会矛盾纠纷调处化解中心运行为核心的行政逻辑、以“主官上”与“门前办”做法为代表的政治逻辑和事心双解为主要内容的情感逻辑。在此基础上,探讨了国家治理现代化背景下三重行动逻辑的发展转型特征,即在强调政府科层体系转型与重构的当下,应在理念与操作性层面具体把握政治逻辑与行政逻辑的协调,并防止情感治理异化为情感控制。Effectively resolving social conflicts is a critical issue in current state governance.This paper elevates the governance ac⁃tions of resolving social conflicts to the level of the inherent attributes and characteristics of China’s bureaucracy.Based on We⁃ber’s classic bureaucratic theory and the integrated party-state bureaucratic structure in contemporary China,it constructs a theo⁃retical analytical framework of a compound bureaucracy that incorporates the multidimensional governance logic of“administra⁃tion-politics-emotions”.From this framework,the study examines the governance of petition conflicts in District X as a case study,focusing on the administrative logic centered on the operation of the conflict mediation center,the political logic represented by practices such as“supervisor accountability”and“on-site resolution”,and the emotional logic characterized by“reception,guid⁃ance,resolution”and“the creation of familiar relationships”.On this basis,the study explores the developmental and transforma⁃tional characteristics of the three fold logic in the context of the modernization of state governance.It argues that in the current em⁃phasis on transforming and restructuring the governmental bureaucratic system,it is essential to harmonize political and administra⁃tive logic at both the conceptual and operational levels,while preventing emotional governance from degenerating into emotional control.
