推进基层协商民主制度优势转化为基层治理效能的一种路径——基于陕西省G镇“技术制度协同”探索

摘　　要：基层协商民主制度优势能否有效转化为治理效能,直接关系到全过程人民民主制度的优越性彰显和基层治理现代化水平的提升。基于陕西省G镇金银花产业发展实践的研究,发现陕西省G镇通过“技术支撑”与“制度保障”协同,推动基层协商与基层治理在议题生成、协商过程和协商成果转化的一体化联动,是基层协商民主制度优势向基层治理效能实现转化的一种路径。提升基层协商民主制度优势更有效转化为基层治理效能,需要坚持党对基层协商与基层治理联动的全面领导、聚焦群众发展诉求科学商定协商议题、提升协商过程的制度化规范化程序化运行、创新协商成果转化机制以及完善反馈优化机制,通过技术与制度协同,深化基层协商与基层治理的联动。Whether the advantages of the grassroots consultative democracy system can be effectively transformed into governance efficacy is directly related to the manifestation of the superiority of the people’s democratic system in the whole process and the en⁃ hancement of the modernization level of grassroots governance.Based on the study of honeysuckle industry development practice in G Town,Shaanxi Province,it is found that G Town,promotes the integration of grassroots consultation and grassroots governance in the generation of issues,consultation process and transformation of consultation results through the synergistic combination of “technological support”and“institutional guarantee”,which is a way to transform the advantages of the system of grassroots consul⁃ tation and democracy into the effectiveness of grassroots governance.This is a way to transform the advantages of the grassroots con⁃ sultative democracy system into the effectiveness of grassroots governance.In order to enhance the effectiveness of grassroots gover⁃ nance,it is necessary to adhere to the overall leadership of the Party in linking grassroots consultation and grassroots governance,to focus on the people’s aspirations for development,to generate issues for consultation in a scientific manner,to enhance the level of institutionalization,standardization and proceduralization of the consultation process,to innovate mechanisms for transforming the results of the consultation,and to improve the feedback and optimization mechanism,so as to deepen the linkage between grass⁃ roots consultation and grassroots governance through the synergy of technology and system.
